Founded on January 11th. 1906, the Chamber of Commerce, Industry, Services and Navigation of Menorca celebrates its historic 120th Anniversary this year, firmly established as the benchmark institution, the primary catalyst, and the indispensable shared infrastructure for the island’s commerce, traditional industry, and technological innovation.


This monumental milestone follows the profound restructuring and financial revitalization of its corporate model, which has successfully channeled European Union funding and secured the robust backing of the INCYDE Foundation.

Through high-impact programs, the institution services a vibrant business ecosystem across all eight municipalities, actively supporting over 300 entrepreneurs via España Emprende, mentoring 300 female entrepreneurs through Dona Impuls, accelerating 35 technological ventures with Impulsa Startup, and upskilling professionals through cutting-edge initiatives such as Talento 45+ and Applied Artificial Intelligence.

As an exemplary institution deeply committed to modernizing Menorca’s strategic sectors, the Chamber maintains a steadfast priority on retaining young talent and creating qualitative value. By decisively fostering digital ecosystems and advanced accelerators interconnected with CentreBIT Menorca, the organization serves as the definitive bridge between the scalable ideas of new generations—marked by historic achievements such as capturing national victory within the Spain Chamber of Commerce network—and the sophisticated technical requirements demanded by recreational marine industries and the modern manufacturing fabric.


The Chamber continues to play a pivotal role in optimizing the region’s competitive advantages, championing the definitive transition toward a high-value-added economy. In response to the summer mass-tourism challenges faced by the wider Balearic Islands, the corporation leads the intelligent reshaping of the destination, targeting premium, high-maturity visitors seeking tranquility and local gastronomy year-round. This active mitigation of seasonality is further reinforced by bold financial engineering, including the upcoming creation of a boutique investment fund carefully scaled to Menorca’s unique economic dimensions.


Today, in The Ambassadors Sections, we explore the strategic vision of Rubén Adrián Pastor as he has concluded a highly fruitful and brilliant eight-year tenure as President of the Menorca Chamber of Commerce.

As the outgoing President, he shares his perspective on authentic leadership rooted in exemplary conduct and mentorship, the inner workings of deeply entrenched, high-precision Swiss and Japanese industrial manufacturing thriving just meters from the Mediterranean Sea, and his imminent executive transition to the private sector as Factory Director for the iconic high-jewelry brand Vidal & Vidal.

In this new role, he will spearhead the technological implementation of advanced robotics and the Smart Factory, while simultaneously assuming the presidency of the Technological Institute of Costume Jewelry.

President, Rubén… we are entering a very special edition of The Ambassadors Sections. On our part, it is the first time we are including Menorca in our annual series, Balearic Islands: Sustainable Excellence. On yours, you are closing an eight-year institutional tenure, coinciding with the historic 120th anniversary of the Menorca Chamber of Commerce.

Thank you very much for sharing the balance of this wonderful and enriching chapter with us. We are delighted to explore the analysis of the journey traveled by your side.

When you look back, combining your executive role in advanced technology with this institutional position as President of the Chamber, how do you manage that duality, and what emotions does it evoke in you?

Thank you, Patricia, and The Ambassadors Sections, for looking deeply into the legacy of my journey and my career.

Any profound transition inevitably forces you to examine who you are and review your very foundations.

In my case, I come from a highly pragmatic background: the technological world, the industrial sector, and precision engineering. Those who know me know that, due to my executive mindset, I value direct, efficient management with measurable results.

However, my internal engine was shaped much earlier through a complex life lesson. As a young man, I had to live with dyslexia and attention deficit disorder (ADHD) during decades when these conditions received neither attention nor diagnostic labels within the educational system.

That struggle to adapt to my environment forced me to work and sacrifice twice as much to achieve what came naturally to others. Far from viewing it as something purely negative, that life experience injected a tremendous capacity for resilience and a combative spirit into my DNA.

That is the essence that has traveled with me throughout my entire business career, and it is exactly what I decided to apply when I took on the challenge of leading the Menorca Chamber of Commerce—to modernize the productive fabric and improve the competitiveness of all the island’s companies and municipalities.

Rubén, before leading the Chamber, your career was deeply linked to the private sector and advanced industrial management.

What reality did you encounter when you assumed the Presidency of the chamber institution?

I entered the Chamber during a structurally complex landscape. The mandatory chamber levy had been abolished, and chambers urgently needed private sector entrepreneurs to roll up their sleeves, push forward, and provide them with a new purpose.

Initially, my knowledge regarding the day-to-day management of a chamber was limited, but I am a born fighter. I saw a major management challenge that brought meaning to my life, and I decided to embark on the adventure.

It has been a transformative life experience. The Chamber is a unique global network; in fact, there are only three countries in the world that do not have this system. In Europe, we operate under a very powerful institutional model safeguarded by the States, which grants us an immense capacity to weave connections of economic and commercial interests on a global scale.

This international dimension is often invisible to the local business fabric: shifting from an island scale to major national decision-making forums fundamentally transforms a manager’s vision—it is an absolute leap in perspective.

When you take office, your initial outlook is local, focused on the immediate challenges of our municipalities. But when you start attending the Plenary meetings of the Spain Chamber of Commerce, you gain access to the true economic heart of the country.

Sharing a forum with the entrepreneurs who lead Spanish technological multinationals, interacting in institutional events presided over by the King, and seeing how the strategy is designed for our nation to conquer foreign markets makes you understand the significance of our mission.

I understood that Menorca could not stay on the sidelines; we had to connect directly with that driving national force to project our foundations of identity and competitiveness into Europe and the rest of the world.

Rubén, what is your strategic vision regarding the transformation of the Menorcan business fabric to consolidate a secure, efficient, and modern business ecosystem across the territory?


My vision is that of an ecosystem capable of intelligently connecting companies, entrepreneurs, training, talent, technology, innovation, financing, and administrations.


No company, no matter how small, has to face major global changes alone. Menorca possesses an innate creative spirit proven over generations; it is remarkable that such a small island has brands with international reach. Our natural limitation is scale, and that is where the Chamber acts as a shared infrastructure.


Chamber Menorca offers the Entrepreneur Support Point (PAE) for agile business creation, the Impulsa Startup program to validate projects, and access to a chamber network present across all five continents.

For me, «secure» means being legally supported and cyber-protected against current threats; «efficient» implies that technology serves to gain productivity and profit; and «modern» means that the traditional company and the young entrepreneur learn from one another through a constant transfer of experience.


Cooperation between businesses is the best competitive advantage for an island territory. We need to stick together.

Well-being arrives when growth is qualitative and not explosive: growing in added value, not just in volume, is what generates higher-quality employment and dignified wages capable of matching the cost of living on the island.


The results are tangible. Between 2025 and 2026, 55 Menorcan companies have participated in Chamber Menorca’s internationalization programs, and in May, we brought together 12 international importers with 17 wine, oil, salt, and cheese companies right here on the island.

Rubén, coinciding with the 120th anniversary of the entity, a key chapter of support for small and medium-sized entrepreneurs is drawing to a close. How many sectors and municipalities have benefited, and which segments have been driven forward with the greatest force?


The Chamber was born on January 11th 1906, with three initial sections—commerce, industry, and shipping—to defend the interests of the Menorcan economy.


One hundred and twenty years later, the mission remains identical but with advanced digital tools, reaching professionals across all sectors and the eight municipalities of the island. The segments we have driven forward the most are entrepreneurship, local commerce, and talent.


Since 2024, the España Emprende (Spain Entrepreneur) program has assisted 300 entrepreneurs and trained 220 individuals; Impulsa Startup, which launched its third edition in September 2026, will have supported 35 technology-based projects between 2024 and 2026; and Dona Impuls (Women Impulse) has supported 300 female entrepreneurs since 2021.

In terms of training and upskilling, nearly 60 people have trained in Artificial Intelligence in 2026, and another 90 have participated in professional retraining programs alongside the INCYDE Foundation, in addition to the 55 professionals between the ages of 45 and 60 backed by Talento 45+ (Talent 45+).

Behind this deployment of programs, there was a complex regulatory and political alignment at the Balearic level to provide the institution with economic stability. How was the current financial model successfully consolidated?


The first four years of my mandate were a period of pure combat to restore solvency and open the doors of an entity that had been left closed after the mandatory chamber levy was abolished.

Initially, we relied on funds from the Balearic Government, but these allocations were insufficient and unregulated. During that legislature, under the coalition between the PSOE and Podemos, the commerce competencies fell under the latter party, which generated a peculiar dynamic within our plenary, which is composed of vocational entrepreneurs who receive no remuneration. For them, meeting with the business community was almost like sitting down with the enemy.


Fortunately, the PSOE understood the need to shield the model and committed to regulating the financing if they won the elections.

Due to the decisions of the electorate, the government transition passed into the hands of the Partido Popular, a party that immediately took on and implemented the commitment to provide the chambers with a stable, regulated, and predictable economic structure.


That regulatory framework is the true foundation that has allowed us to deploy high-impact actions and awaken pride and zeal for the things the Chamber achieves.

Rubén, returning to the territorial strategy of the island and your firm conviction that «authenticity cannot be manufactured: it must be nurtured and leveraged,» what should the definitive strategic plan be to guarantee that economic development is not concentrated only in the major hubs, but reaches all of Menorca’s municipalities in a balanced way?

Menorca, as a Biosphere Reserve since 1993, possesses an inestimable heritage in its local products, its gastronomy, its craftsmanship, and its traditional industry, which the international market increasingly values.

However, insularity represents a logistical toll that is invisible on the brand but relentless on the bottom line of our SMEs: higher transport costs, longer lead times, and severe seasonality within a small internal market.

The response to this structural challenge must be collective and qualitative: we must cooperate to gain scale, maximize fiscal instruments such as the Special Regime of the Balearic Islands (REB) and freight transport subsidies, and invest decisively in high-added-value products where the logistical weight is diluted.

For development to reach the island’s eight municipalities in a balanced manner, the strategic plan we have designed is structured around four fundamental pillars:

 

• First, a vibrant local commerce in urban centers: The Chamber must continue to equip small retailers with advanced digital tools and omnichannel sales methodologies so they can compete effectively against large platforms without losing their human essence.

• Second, products originating from Menorca with international reach: Traditional sectors such as footwear, costume jewelry, and our booming agri-food sector—cheese, wine, oil, and salt—must venture abroad under a unified brand. Specializing and ensuring the traceability of geographic origin is a winning strategy. An indisputable and model example of this is the firm DENIX in Ciutadella, which manufactures historical replicas of collectible weapons and exports with resounding success to more than 40 countries worldwide, proving that an island scale does not hinder global excellence.

• Third, real deseasonalization focused on value: There is a highly potent demographic profile—people between 50 and 60 years old who are well-established in life—who travel seeking tranquility, an intact natural environment, and authentic gastronomy outside the summer season. They completely avoid the bustle of Instagram. Attracting this premium tourism requires investment in infrastructure and overcoming Menorca’s severe winter airport restrictions, whose flight frequencies suffer when compared to Mallorca due to population size. The solution is not volume; it is the value of a visitor whose creative activity knows no borders.

• Fourth, a seamless public-private partnership: Millimetric coordination between the Consell Insular, the city councils, the Chamber, and the business community is indispensable. If we are able to align these vectors, we will transform low-performance spaces into model nodes of high technology and value.

 

 

On this final territorial pillar, you have emphasized a highly potent proposal: the creation of a private local investment ecosystem. How should this investment vehicle be structured, and what strategic role is it called upon to play in changing Menorca’s economic model?

 

 

This is the true core of the structural transformation that Menorca needs, and the great strategic vision that I leave mapped out.

The economic sovereignty of the island cannot depend exclusively on public budgets or European subsidies; it requires the decisive articulation of a private ecosystem of local investors. My proposal is the opening and consolidation of a modest private investment fund, strictly dimensioned to the scale and reality of Menorca, but endowed with superior executive agility.

Currently, we possess the technology, the young talent patenting in the nautical or digital sector, and an extraordinary geographic appeal; what we lack is the financial vehicle to finally gear all the pieces together.

This private investment fund would operate under two vectors of high profitability and social benefit:

 

• Seed Capital and Prototyping: It would offer the financial muscle and economic breathing room that our technology- or nautical-based startups emerging from Impulsa Startup need to validate their patents and prototypes before making the leap to international investment rounds, ensuring that capital and value remain and pay taxes on the island.

• Value-Added Rehabilitation: There are multiple zones and areas in our coastal and inland municipalities that are currently in a state of low economic added value. With the injection of this strategic private capital, we will be able to radically transform these spaces into model high-tech nodes, premium co-working hubs, or centers of gastronomic and cultural excellence.

 

The technology and capabilities are already here, waiting; the truly intelligent move is for the Menorcan business community to set up this fund to align all vectors over time.

If we succeed in structuring this private investment ecosystem alongside the Chamber and the administrations, we will have laid the definitive foundation for an irreversible transformation that shields Menorca’s exclusivity against the global market.

Rubén, you are concluding an impeccable eight-year tenure as President of the Chamber, and you have made the decision not to seek reelection next month.

What reasons have driven you to pass the torch at the peak of your institutional career, and what revolutionary business project do we find you fully dedicated to now?

I have an restless mind by nature, and I believe life progresses in cycles of maturation and execution.

My brother Antonio has fully assumed the management of our family industrial mechanics company, and I, in an exciting career pivot, have joined the project of Vidal & Vidal, an emblematic and immensely prestigious high-jewelry brand.

I am serving as the Factory Director. It is an extraordinary corporation founded by Jesús and Carlos Vidal that is experiencing an ideal moment of national and international expansion with the incorporation of the new family generation.

I am deeply excited to be leading the technological re-engineering of its workshops. My goal is to implement completely smart manufacturing.

We are not limiting ourselves to applying Artificial Intelligence; we are introducing advanced robotics to automate and eliminate the heaviest and most arduous workloads for people.

We want to modernize the valuable traditional know-how of Menorcan jewelry-making so that the workforce can concentrate their skills strictly on the phases of the process where they bring real value.

It is such a profound transformation challenge that, out of pure executive honesty, it demands absolute dedication from me, which is incompatible with the intense travel and schedule of the chamber presidency.

Furthermore, since June of this year, I have assumed with the same momentum the Presidency of the Jewelry Technological Institute (ITEB) to continue shielding the technical competitiveness of our manufacturing sector.

Rubén, your resignation from reelection is unusual; but it is even more extraordinary to discover that you will continue working in the Chamber’s Plenary from a grassroots position, helping from below.

What a wonderful initiative, Rubén.

That is where one truly sees real commitment to the Institution, and above all, to the businesses of Menorca.

 

Yes, indeed. For me, it is perfectly complementary and a source of absolute pride.

My journey has never been guided by the vanity of titles or rankings.

Within the Plenary of the Menorca Chamber of Commerce, there is an immense amount of talent, and we have always operated as a cohesive team of vocational entrepreneurs who receive no salary and who pour our hearts out for our land.

True leadership consists of continuing to contribute, regardless of whether you wear the president’s hat or work from the ground up. I believe in absolute lead-by-example leadership.

It is just like with children at home: they do not do what you tell them to do; they do strictly what they see you do. The old model of the leader dictating orders from an office chair without getting their hands dirty is extinct; the real leader is at the front, pushing in the mud and putting in the same effort as the rest of the collective.

The exact word that defines our role with entrepreneurs is to mentor and tutor. We are not welfare patrons; we are fellow companions in the trenches shortening their learning curve.

The truly valuable aspect of the Chamber is the interpersonal relationships and networking we generate through tools like the Club Cámara Menorca. When we succeed in getting SMEs to break their traditional isolation of working in separate silos and cooperate, the value multiplies exponentially.

Feeling understood and helped by someone who faces the exact same competitive pressures as you is the greatest social benefit that exists.

Which individuals do you wish to dedicate a special mention to in this final golden touch to this beautiful and fruitful chapter?

 

My final balance is a message of profound and eternal gratitude toward the members of the Plenary and the extraordinary technical team of the house.

I want to explicitly praise my companion in the trenches, Mr. Jesús Flórez Fernández, current treasurer of the Chamber and Managing Director of the Mossa Group.

Jesús is an absolute benchmark in the sector of tourist apartment management and premium hospitality services in Menorca. He has put immense effort into the rigorous financial recovery and budgetary re-engineering of this institution; he possesses a colossal vital force and drive.

My life has been inestimably enriched thanks to him; the Chamber has allowed me to find a brother in a businessman of absolute discretion, technical judgment, and human quality.

Likewise, I extend my recognition and total admiration toward General Luis Alejandre Sintes, who, in addition to his impeccable career of State, is the President of the Hospital de la Isla del Rey Foundation and a fundamental pillar in the management of cultural patronage projects.

His organizational capacity at the forefront of recovering the Isla del Rey is an invaluable lesson in civil life; he has demonstrated how the preservation of historical heritage can become an asset of incalculable international prestige for Menorca.

In that same vein of local pride, I want to highlight the figure of Mr. José Luis Sastre, Executive Chairman of Sasga Yachts. José Luis is the soul and engine of the high-end nautical industry in Menorca; he has continued the monumental legacy of his father at the helm of the Sant Lluís shipyard, exporting more than 80% of his iconic cruisers and sophisticated Menorquín yachts to global markets in America, Asia, and Europe.

His presence in our chamber environment symbolizes that insular industrial vigor that defies borders and defends, just as I do, that Menorca is ready to be the great international benchmark for high-caliber boat engineering and maintenance.

And, of course, an essential mention for Mr. Jesús Vidal Coll, founder and CEO of Vidal & Vidal, who has served as our second vice president. Jesús is the great ambassador of high Menorcan jewelry and represents the true mirror of success based on honesty and commercial humility. He possesses a unique business clairvoyance; he has always defended that in the peak of the digital era, craftsmanship and the preservation of artisanal added value are the greatest future opportunities for our industry.

His veteran experience in premium retail has been an indispensable guide both in the Plenary and in the presidency of the Jewelry Technological Institute, and it is precisely that extraordinary vision of respect for human capital that prompted me to join his family project to captain the robotization of his smart factory.

And naturally, my deepest affection and recognition go to the entire professional team of the house—to Noelia Morro, Secretary General, and to Eugenio Ayuso, Managing Director of the Chamber and a renowned consultant specialized in tourism marketing.

They are the main asset and the most visible faces of the Chamber: the Plenary sets the course, but they are the ones who make the ship sail. Along with them, I thank the seven professionals working in general services, entrepreneurship, internationalization, digitalization, innovation, training, and communication—professionals who brilliantly execute the areas of employment, reverse trade missions, and startup acceleration.

Ultimately, I have said goodbye to the Chamber Presidency with the absolute certainty that Menorca possesses the audacity, the advanced technology, and above all, the inestimable value of its people.

These are the factors truly necessary to ensure that Menorca shines with its own light on any international stage. And I will continue working, as much as before or even more, to keep giving the absolute best of myself so that this objective is fulfilled.
